Arkan got his start as a hitman for the Yugoslav communists, and built a fortune as a smuggler and war profiteer. He commanded a paramilitary unit infamous for ethnic cleansing in Croatia, Bosnia and Kosovo, but most observers attribute his assassination to Belgrade mob wars. The day before, the head of a Bosnian-Croatian militia called the Jokers was convicted at The Hague. For a 1993 massacre of 116 Muslims, Vladimir Santic got 25 years in a Dutch jail. Perhaps Arkan should have gone to The Hague after all.
